Bumping up a question I had before: was the $1 Palms chips show here ever actually issued?

I know some of the other denominations have been issued and I know a "new" $1 chip with different graphics was issued in 2016, but what about this specific pictured $1 chip?

Not in Chip Guide, TCR #18, not for sale on eBay, cannot find it on Marlow chips or All-Chips.

Any information appreciated.
