Try logging into https://outlook.live.com/ and then click on "People", then "Manage", then "Export Contacts", save the file wherever you like as a .csv/Excel. Then, you can go into Outlook 2013/2016 and then "Open & Export" then "Import/Export" click "File", then "Import from another program or file", choose "Comma Separated Values", browse to that file you created from Outlook Live and import that. That should bring your contacts over. Hope that helps you out.
