Well it is a BCC chip, their QC was never top notch and I would say the inlay being round is a win. My guess for your chip would be the inlay is showing the red chip base through the inlay itself. The white you see is likely the small bit of adhesive applied before the chip was pressed.

But like I said... It's just my guess.
