Looks like it would apply for anything that hasn't got easy to find new drivers?
HP site lists the scanner as not supported under Windows 10 - HP Scanjet 4850 Photo Scanner
If I read all these right, the answer is pretty much NO. However, you can install the windows 8.1 drivers and from what I found, they will work. http://h20564.www2.hp.com/hpsc/swd/public/detail?sp4ts.oid=446435&swItemId=cs_109719_1&swEnvOid=4158
By the way, my scanner software, if you can call it that, is I use Irfanview which is free download and get the plugins, then add any TWAIN compliant scanner as a source and you scan with that. Just in case the HP software doesn't work or doesn't support your 4850 scanner in Windows 10. Photo editing software should.
Download the 32 bit or 64 bit, and the plugins. http://h20564.www2.hp.com/hpsc/swd/public/detail?sp4ts.oid=446435&swItemId=cs_109719_1&swEnvOid=4158
