As others have stated, the seller is using shipping as an additional profit center. I would simply give one star for the shipping rates in feedback, and possibly comment (without an editorial comment) that the seller uses combined shipping but does not pass the savings on to buyers. Keeping it factual will reduce the chances he can successfully complain to Ebay to get the feedback removed.
