I have always felt this chip says

HILO (like Hawaii) and not HI LO. Hard to explain....almost all California Clubs had a dash between the words Hi and Lo (Hi-Lo) Or at least the words were separated.
First let me say....I don’t really care if a chip is from Sacramento, San Diego, San Francisco or elsewhere.....I do care that we have a good ID (sometimes an attribution)

These are 2 examples of Hi-Lo...there are a few more. (There is a dash under the star re stamp)

I do believe this HILO chip may be from the HILO Club in Redwood City. I don’t have any concrete evidence....but it just doesn’t say HI -LO to me. They did play cards at this location.
Oh....this Next HI-LO CLUB chip is from San Jose....1963

Very worn...I tried to use pencil lead to help with reading it. I will post a few more things about the Redwood City Location in a bit.
