I Have no idea... Maybe the chips were intended for use in Ely and at "Stray Antler's Club"?
Strange that an Elks club would have a club name and strange that USPS would apply BPOE inlay on the reverse of a private club. I realize it was 1927, and all, but I can't see them being that sloppy or trying to save a buck.
