Brien, Bite the bullet and spend a few dollars more than the $15-17 you mentioned and eat at "The Top of the World" at the Stratosphere. It will not be the best food you have ever had but the view is incredible and certainy worth the money.
If you win a few dollars (or better yet snag a comp)and decide to splurge on a second big meal try the Paparazzi Grill at the San Remo. It is small and intimate and the filet mignon is excellent.
The prime rib special at the San Remo coffee shop is also decent-- but not on the menu...you have to ask for it.
