Paul has the right of it - it's a Ewing mold chip, and the third of that mold that I own. Currently Classic Poker Chips has that mold reserved for casino use only so the only way we're going to see more of those chips is if a casino knocks on their doore. It's a shame, too, because while I personally wouldn't be interested in it for one of my custom sets, I think the mold looks great!
