That should work ...

... but it doesn't always.

Last year I received three letters with chips packaged that way, and all had postage due on them. I took them to my local post office to find out why and was told they should have been shipped at the parcel rate. It really depends on which clerk is working that day.

I always ship in a bubble mailer with tracking at the parcel rate, just to play it safe.
