You said the Chip Guide "claims" it is a casino chip. Someone does, I'm sure, and I have no information one way or the other, but the Chip Guide is simply a repository for information provided by contributors. If the admins learn that the information is incorrect, it is corrected, but the Chip Guide itself makes no claims about the chips, one way or the other. It should reflect the best information the chip community has, but it is only as good as the contributors make it.
For Cuban chips, I would refer to an expert, like Dr. Luis Alvarez, to resolve issues like this.
