If the chip is (1) inexpensive and (2) a strong modern casino chip, I send it in a regular sturdy envelope (like a Kraft envelope) AND SANDWICH THE CHIP BETWEEN CEREAL BOX CARDBOARD, and tape the sandwiched chip to a piece of folded paper, so the whole thing is no more than 1/4 inch thick! That lets me send it first class letter mail with 21-cent non-machinable surcharge.
I can't get tracking on a domestic letter. But if sent international first class letter, I have the customs form attached, so that often serves as tracking too.
