Since the Las Vegas hotel opened much earlier than 1977, the speculation is that the chip commemorates the opening of a new tower at the hotel. There is a record of a new tower opening about that time. That's probably what the chip in the money-clip was made for.

There was a fair amount of speculation on the collector bb's when the chip was first found. I think this is the first time anyone has shown the money-clip that may have housed the chip. The first discussion I had read about the chip and its possible use was maybe 15-20 years ago. That would indicate to me that most of the chips were not widely circulated as collectors didn't know of the chip for quite a long time.
