I'm not a Blackjack player, but I know traditionally a BJ paid 3/2.

With rules of 2/1 odds, as well as the dealer hitting on soft 17, seems would tilt the advantage to the player with perfect play, and be a loss for the house in the long run.

Could it be a home game layout?
