The way I read this, it is not the casinos...

It is Colorado Gaming. I'll bet the law was written to be able to prosecute repeat offenders and unwanted money-less people.

And to give it teeth, enforcement was the responsibility of the Colorado Gaming officers. They have taken enforcement to a higher level in order to justify their jobs.

They in turn demand the records from the casinos (video surveillance and player card use evidence) and send out summons and write citations.

This adds to the revenue stream and justified employment longevity.
