I tried to fill my own tank in Oregon and could not get the card reader to accept my credit card. An attendant came out and said "YOU CAN'T DO THAT" and I said "I know, can't get the pump to take my card". He said " NO, IT IS AGAINST THE LAW AND YOU COULD BE FINED $5,000.00. (I think he may have been wrong about the amount of the fine.) So I let him pump the gas, it was too dang cold at that time to be standing outside anyway.

One more reason to love the freedom we enjoy in Texas.
