Got back a little while ago from Washington, DC.

I would assume this was a picture from the set of "Ocean's 11", probably not from the actual casino but from a movie set. The "Sands" connection makes sense to that film as they did use the actual casino in the film.

I went through the film once and did not see any real chip images, but I will go through it again soon to see if I can get a glimpse of chips used.
