I hadn't noticed the quoted example was outside of NV.
NV Gaming regs basically say 'Pay the person with their butt on the seat'.
Casino cannot deny payment but they can confiscate the card/void rewards etc.

Doesn't actually say what happens if someone leans over your shoulder and hits the button though. What happens if someone you don't even know does that?
