You had chips with the spouting whale and anchors. Those images are on the coat of arms of the Department of Maldonado. Both Piriapolis and Punta del Este are in that part of Uraguay. I'm thinking Punta del Este. It's closer to the actual city of Maldonado. On the fence around the Castillo de Piria you can see the Maldonado state seal with the whale and anchor.
