First thought is a stick on some guy did in his bedroom. Then I noticed the the inlay/sucked side is concave (reverse is convex). This leads me to believe that the sticker was applied a loooooong time ago. Most if not all single sided c&s in my collection are concave on the side of the inlay

The chip reminds me of the NY Consolidated Card advertising chip, also one sided. The "Who is Shy?" Chip seems professionally glued just like the NYCC chip.

Whaterever the verdict it was probably done 80 to 100 years ago.
