It's been a long time, but back in the 1950's, I received a scholarship from University of Missouri, a land-grant college in my state. I also studied Engineering.

Sometimes a University in your state will offer tuition-fees scholarship to high-school seniors who have high Grade Point Averages in their class. Worth checking out if your family member has done well in their class.
