Since the $1 cup was not a top 10 finalist, it would not make a difference how many "ballots" were cast.
The real issue was that not enough nominations of the $1 were submitted to qualify it as a top 10 nominee.
And to make matters worse, if both the $1 and $2.50 were in the top 10, past voting statistics show that similar chips tend to split votes and neither would win.
So, no matter how many votes are cast, the most important condition is to have a greater variety of nominee submissions.
