I know that sample chips were also made with those designs as I have them also.

I have a LOT of chokens and have never seen a notched one as its pretty tough to notch a metal chip.

I guess my point is thaat I have never seen another set of chokens like this before.

Seems a bit weird that they look used but maybe they were run thru slot machines as a test before the casino decided to not go use them.
