For example, they ordered 500 the first time, so the numbering machine only needed to be set to 3 digits. Then they reordered another 500 (501 to 1000) and the machine had to be set to 4 digits for the 1000 so all the others got a leading zero.
It's actually quite a common thing, you just probably haven't noticed it before.
