The article doesn't have a lot of details but it seems that it would just change the way they show the fee. Rather than hiding it at the end I expect the "resorts" (and I am using that term very loosely) would just have a higher per night price that may or may not include a bottle of water and whatever other crap they throw in that you won't use.
