The process is very complicated and the rules vary from state to state and from tribe to tribe. Since self responsability was outlawed in this country years ago it has becomes the casinos job to keep people with a gambling problem out of casinos. I have a lot of training in this area. In every single case we studied about 20 years ago we found one constant. Every subject addicted to gambling was addicted to something else prior to becoming a gambling addict. In Iowa there are roughly 15,000 people on the state's self exclusion list. How do you keep that many people out of your place? No one really has that answer. About 5 years ago we did a survey on tribal casinos that had self exclusion programs. Roughly 76% had a voluntary program. A little easier to enforce, because it's more local and most tribes take the person's picture and put it in a data base or at least a ban book. Still a very challenging problem with no total answer.
