True, you can send it in a LETTER, but you don't get free tracking via customs form. I've noticed that with many counties (all?) you can track delivery with the customs form number. Also it is safer to sandwich many chips between thick cardboard, which brings it over 1/4 inch (letter requirement),so technically need the First Class International Parcel rate..
