Last year's TCR shows 125 $8 chips had been issued. First one I could find was Palms in 2002 but Regent was a year earlier in 2001. Mandalay bay was a little later in 2004, followed by MGM Grand, Venetian, and Wynn in 2008 and 2009. There were probably some others in between but didn't check them all.
