The few chip collectors who were there knew the chip was not intnded for casino play, but did know it was on the game due to an emergency... Anything can be used in some jurisdictions due to emergency... anything to make sure the game continues until a new inventory is delivered...

Not saying anything about the chip in question... But it wouldn't be the first time a fake chip changed hands on the floor of a Vegas casino for a fraction of its face...
