The problem is . . .

many different chemical formulas for ink. For example, fountain pen ink is different than rubber-stamp ink, which is not India ink, etc., etc. The chemicals to remove them are different and some inks are indelible. My fear is that anything that removes the ink might also alter or bleach the dyes in the chip. Best advice I can offer is try cleaning a tiny portion of the rim at a time with a Q-tip dabbed in soap-and-water, lemon juice, and rubbing alcohol but don't try anything more harsh. You might just have to develop a friendship with inky chips!

Out-of-the-box thought: are you sure the ink was "spilled" on the chip as opposed to being purposefully applied to "cancel" it? A cancelled chip is fine as a historical item!
