Irfanview is free, open, 1) draw X or 2) add big font letter "X" or 3) cut out the chips (draw box around the chip and control+X) the chips that are gone and save the image. You can make a new name or just add something to the name and SAVE AS. http://www.irfanview.com

I just favor Irfanview, because I'm used to it. Photoscape does circle crop for chips.
