I have not come across the option to send SAEs before for chips, but certainly one to consider. I do have a stock of US stamps which I use in this way (but not for chips) so I could do this.

International issues also seem to be restricted to certain countries - I think you can restrict certain countries only, although I appreciate that probably makes listing items more complex.

Useful though to understand the rationale behind everyone's decisions.
