I have come across that in the past, although not recently. The little customs form I would suggest takes less than a minute to complete, and I have set out in the past exactly what to do (at one time I had a picture of a blank form and then a completed form just to show what needed to be done). I suspect that once someone ships overseas for the first time, and then realises how easy it usually is, then they are more inclined to ship overseas in the future.
Sometimes it depends on what the seller is selling - if most of their sales are heavy items that are unlikely to appeal to overseas buyers because of the weight (and thus cost) of shipping then I can understand that. For sellers who sell mainly smaller collectibles, then I do think they are missing out on some potential sales.
