I suspect that may be true, but of course we can have bad experiences locally as well as internationally.
When someone is not usually prepared to ship internationally, then I usually just offer to accept the risk of a missing package and so far (from those that then agree to ship) I have not had a problem in anything arriving. I have lost 2 packages over the years that I have sent but both were to the USA and obviously it would not make sense to restrict chip sales to exclude USA buyers.
Thinking about the Paris jeton that I was unable to bid on recently, the seller lost out on potentially $35 above his $15 sale compared to what I would have paid. I probably would have also bid on some other items as well - to me, that would be a risk that I am willing to take.
I guess I am trying to raise awareness, but also a thank you to anyone that is prepared to ship overseas - the sellers earn a little more, and of course I get to add more to my collection
