As a Canadian, I remember asking an ebay seller (who sold lots of things, but really no chips other than the one they currently had) if they would ship to Canada for extra postage. Got back the most polite reply from someone in her 80s who said "I would really like to help you, but I have never done this before. I know that there is an extra form to fill out (yes, that is true), but that would mean I would have to ask, and I don't really know what to do"...can't say that I really blamed her.
