Which of these two types of chip holders are you talking about?

Clear plastic on the left is called a "flip".

Cardboard holder with mylar window on the right is a "cardboard holder". This is the only type you should be stapling. You need a high quality stapler to do that as the cardboard is thick. The Bostitch or Swingline staplers available at stationery supply stores work well for me. They cost $10-30.
