Question for the Chip Rack Authors

I have question regarding the chip valuations for the Verdi Inn. Granted, I'm using the 2013 guide so not sure if the values have changed. Listed are the denom, value and qty of chip produced
E5900 $1.00 K $60-74 Qty 1,000
E5901 $5.00 L=$75-99 Qty 2,000
E5902 $25.00 O $150-$174 Qty 1,500
E5903 $100.00 L= $75-99 Qty 500

Why does the $100 chip, in which 1/3 of the qty was produced of the $25 chip listed at a 50% lower value then the $25 chip?
Why does the $5 chip, in which 2x the qty of the $1 chip was produced, have a higher value then the $1 chip?
Why does the $5 chip, in which 4x the qty of the $100 was produced, have the same value as the $100 chip?
