Iowa laws were tough a daily $200 loss limit and only 30% of the vessels public space at the time could be used for gaming. Illinois opened up and the boats were floated down to Mississippi for greener pastures. Iowa eventually got rid of the loss limit and allowed all the public space on a boat to be used for gaming a few years later. Iowa eventually removed cruising requirements in the early 2000's; then by the late 2000's the need to be on water was eliminated.
In the Racino side of the Iowa business, state law was changed and casinos (Horseshoe Casino/Bluffs Run Racing and Casino Mystic/Dubuque Greyhound Track could opt out of Greyhound racing. Horseshoe Council Bluffs closed Greyhound Racing on December 18th of 2015.
Laws that are still burdensome in Iowa - There is no casino credit in Iowa, that could boost business. Otherwise Iowa is regulated very well, the regulators work with the gaming enterprises in the state.
