For a 000 bubble envelope - As long as it is under 1/4" thick and not "too stiff" if could be shipped for as little as $.49. I frequently pay the extra $.22 and ship one chip in a regular envelope with the chip covered in the corrurgated cardboard shippers. I mark the envelopes as non-machinable which is why I pay the extra $.22. I have not had any problems shipping a bubble envelope at the large envelope rate (as long as it is under the 3/4" max. thickness. If you leave it up to the cage critters at USPS you will almost always pay the parcel rate which is $2.54 minimum..
