The largest 2 x 2 cardboard holders (not flips) that I've seen are sized for US dollars. The windows in these are too small for 39 mm casino chips. If the window were any larger, there wouldn't be room for the staples to hold the holder closed.
CT sold 2 1/2 x 2 1/2 cardboard holders at one time and they are still generally available. You can get that size holder for standard size chips but the tooling appears to have disappeared for the ones that will hold the larger baccarat chips and they are no longer being produced.
Most of the dealers at the Convention use the 2 1/2 x 2 1/2 size holder with a window big enough for standard chips as this gives them lots of room to write description, catalog number, price, and other info.
There are 2 x 2 plastic flips that will fit casino chips. Dealers also offer a colored square of paper that will fit in the flip and provide room to write information for the chip, though that generally means you won't be able to see the other side of the chip in your collection pages.
