seller offers chips for sale. i say how much? no price given, no negotiations, i can only place an offer. he says at this time tomorrow (6:10 pacific time) he will let highest offer know. i ask if it is an auction or a sale, he replies they are for sale, yet he will not sell them and tells me to "let it go". conducting business this way, in my opinion, is unethical as it opens the transaction up to price manipulation. or someone offers chips for sale as a means of phishing or assessing value/interest with no intention of selling them. either way this appears to have the elements of a scam to me.
