Nevada’s foray into skill-based slot machines took a big step forward today when state regulators gave final approval to the rules that will govern the new games.

What does that mean? Skill based is risky if people can learn to play. So they have some randomness, meani9ng you can win, but not win? But like other regulations, they can't change the odds, play or rules, during the game play.
