The seller is Holabird Americana (formerly Holabird-Kagin), an auction house that specializes in "old west" memorabilia -- things like mining certificates, etc.
They have been around for a number of years. Located in Reno, I think. I used to get their mailers announcing various auctions, which sometimes included chips and tokens.
The sales on ebay are from various consigners to them, I assume. And the suspicious final bidder may be the in-house proxy bidder, rather than a "shill" bidder ... but just my guess.
The founder / owner of the company was Fred Holabird, but he was getting pretty old, so not sure if he's active, or still around.
