Seems unlikely

Note that this is the long cane version of the hat and cane. According to Robert Eisenstadt (see his chip mold website), these were first manufactured in 1965. And that doesn't explain the injection spots. Finally, these are generic roulette chips and cannot be definitively traced to any particular location. Given that these chips are probably not from the 30's or 40's, the location attribution seems equally dubious.

There are people who could give much more definitive answers than this who do not respond to pseudonyms. They may be able to offer more information. If you want to see their responses, you may have to re-post under your real name.
