Need help identifying chip manufacturer

Hi folks...

I bought some THC roulette chips at auction. The previous owner indicated they were from an illegal casino run in Newport, Kentucky from the 1940's to 1960's. Here's a photo after they've been cleaned up...

As you can see, there are what would appear to be injection pips in some of the top hats. That's peculiar, to say the least. I can assure you that these are not the cheap plastic injection chips but look, sound, weigh, and handle like traditional "clay" Paulsons. That said, the timeline would indicate that these pre-date Paulson.

I'm primarily interested in having these two questions answered...

- Assuming the previous owner's timeline is true, is it more likely that C&J or Paulson made these?
- What's with the pips in the top hat?

Any insight you can provide would be appreciated. Thanks!
