Antique show find.

I bought a large carousel of chips for ten bucks. The reason I bought them was for a few antique owl chips and the wood holder itself. I figured ...what the heck. As I was going through the chips later I found one that was really cool. It's a chip from a saloon in the old German section of Cincinnati. It's rather high end looking to me. Possibly an early USPC chip. I had never seen a saloon chip with a stamped/die-cut insert like this before. I looked up the John Wolke name and found the place he owned in the 1905 city directory. On the chip it mentions "Wet goods" is that a tongue in cheek way of saying BEER? Would this be an Illegal?
