Did you try breaking the chip in half..?

I had several of what looked like Die-Cut Inlaid design chips from what I thought were CHIPCO chips that I took to a products show at MGM where I showed them to John K, asking if these were his. Most were from Eastern Europe; mainly Bled... John said they were unknown to him even though he made the Roulettes for Bled. Someone here told me to snap the chip in half and sure enough, it was an inlay. It sure fooled me. Yours look to be printed graphics.
