While I have not used it with chips and other casino-related collectibles, I have used it for other things I've sold on .
The feature is an extension of a Fixed Price offering and not for an Auction. Note also, it is not, a "Or Best Offer" type of sale.
When the Seller opts for a Fixed Price sale, without the added feature of entertaining offers, then the Fixed Price sale is listed as a Buy-It-Now (BIN) sale. If the Seller opts to accept less than the fixed price amount, then he/she can set the threshold where an offer is automatically rejected by the system, and a threshold where he/she can consider the offer and then reject it, accept it or make a counter-offer.
I have done this for items that I have picked up for a couple of dollars and offer at $25 or more, and will entertain an offer at $20. I do this because there are Buyers out there that just can't stand to pay the asked amount and like getting a discount or a negotiated price. (It takes all kinds, but they are out there!)
But the bottom line here is that the feature to allow an offer to be made, is not a cast in concrete deal that the Seller MUST accept (unless the offer made is equal to or over the minimum threshold set by the Seller. Then the offer becomes a negotiated Buy It Now. You can see the result of these in a SOLD or COMPLETED listings where the price is a Buy It Now and numbers are lined through, yet appear in a green to show it sold, but for a lower amount.
