It's OK. I have no complaints. It is very flexible. I've gotten some stuff at low prices.

When the seller puts in the Best Offer option, the seller is given the choice to either let him field (decide) on all the offers, or put in fixed amounts that will automatically be rejected by the software (that is: a certain amount or below). . ... If the seller turns down something, I guess he can always contact the buyer later, whatever the rules.
