Emeryville Ca was the site of a long-time racetrack in the 1880s-19?? Hence the Silks was in reference to the Jockeys silks. The Silks, as a business establishment, however was a bar and discotheque, owned by a former mayor of Emeryville, and did not have gaming. I am not sure why the chips were issued.
